It is a humorous take on the phenomenon that immigrants become more proud of the their heritage once they leave the old land than those who stay. "There's none more Scots/Than the Scots abroad" is the chorus. The Irish-Americans make a bigger deal out of Saint Patrick's Day than the Irish in Ireland. There are exceptions, of course. My grandmother basically tried to forget all things Finnish.
