I've been to a few of the Festivals in Estes Park.
Highland Games are not really popular amongst the majority of ordinary folk in Scotland and, except for the odd one or two like the Cowal and Braemar Gatherings, attendance is not high. The main reason for this is that most people would go to their local Games, if any, and we don't tend to travel to the other ones - even the bigger ones. Cowal is the biggest with about 18,000 visitors and it's likely a lot of those are from overseas, I'm not sure.
In the area I'm from (East Lothian), the population is about 85,000 and we have about 40 Games within a 2 hour drive of us, plus hundreds of other annual Scottish Festivals with pipe bands, dancing etc. Compare that to Denver alone, with its population of around 600,000 and only a handful of Scottish events...
...so you're correct, it's demographics for the most part.

I'm Scottish but have been living in Colorado for 11 years. We are moving to Scotland next year - quite exciting.
