I have just heard of the HUGE concert in Bethlehem, PA every summer - http://www.musikfest.org/04/04home.asp. There are over 300 artists lined up - 95% of which are FREE. A fair number of the artists are Celtic. There are 15 different stages for 10 days/nights.

Musikfest is from August 6th - 15th.

Celtic (free) events:
Kindred
Enter the Haggis
The O'Grady McManus School of Irish Dance
Brock McGuire Band
Tempest
Devilish Merry
Wolfstone
The Young Dubliners
..and more


And not Celtic, but famous (ticketed) events:
Alice Cooper
Crosby, Stills and Nash
Peter Frampton
Creedence Clearwater Revisited (CCR members reformed)

It is always a great gig...but it is a long one. Since I am less than an hour a way in North Wales, I can sneak in, and see who I want to. For those of you folks who would be coming from afar, I caution you...you might end up seeing Tony Orlando, or Huey Lewis and the News. The free stuff is okay, if you do your research. Most of the top bands are going to set you back $25 bucks. I have a few buddies that volunteer every year, and they get us in to just about everything we want to. The town is cool, and the atmosphere is GREAT. Most of the time, if you hang out, you can meet the bandmembers. Its a great week.
