How long have you had it up? Maybe it isn't in the 'right' spot. 5 have read several times ( even in some of the links above) that just by moving the box to another spot, a different height that it may help in getting them to roost.

I had put up a bat box at my old home, but never had any roost. I had a major problem with hornets building nests in the box, and I'm sure that didn't help. I had a large nursery box, similar to that in the second link. This thing had to weigh a good 30 lbs when it was done. I had it installed on top of a 20' 4x4.
