I liked the comment that the ruling by the EPA would result in no increased emissions. I thought the idea of the original policy was to reduce pollution not maintain it at the current level.

And I will give you 3 guesses who pushed for those changes to staop reduction and just maintain teh status quo

Bush
Cheney
and the oil and electric companies. and anyone else that would fit into this last category.
