The recent bail out will offer only temporary reprieve for states experiencing severe budget deficits. As conditions get worse (AND THEY ARE) the declining revenues will quickly eat this money up and it is unlikely that more will be forthcoming.

Rather than use the "federal welfare" money cautiously, combined with lay off's and other cost cutting measures most states considered their budgets "flush" again and are spending like drunken sailors. It is not likely, according to even D pundits, that this aid will be provided again, even if the state should crash before the November elections.

I'm convinced that the bailouts have prolonged the recession. I think there is a time and place to assist failing businesses...but propping up institutions that continue to bleed us of resources is nuts.

This last bail out has many strings attached and "must"be requested by each state. The school portion "must" be matched with state funding and most of the rest "must" be maintained beyond the period of time that the bail out helps for.

It may be that it is not so much help but a frayed and rotted rope that is being tossed to the states.

They(state, county, city) keep telling us that they will have to lay off teachers, cops, firefighters. How about they lay off the guy we ALL see holding up a shovle on each of their jobs! How about they ALL take a cut in pay so they can ALL keep working? These greedy bastards need to learn that we ALL have to tighten our belts!

They have started to do that here. County employees including law enforcement are working 36 hours a week with the reduced pay and city employees are working with reduced staffing. At state level all work is audited to determine what proficiency level was attained and time study people are reviewing methods. No matter who wins the governors race, layoffs are expected by the first of the year.

State law requires that all departments submit their yearly expenditures to the auditor for certification shortly after the end of the FY. The only department that is NOT two years behind is the auditor's office. That tells us something! The state constitution also requires that the two year budget be balanced at the end of the budget period. With no figures available it is likely that has not happened.

It is very possible that we will wake up some day and find our state is bankrupt!!!

That is worse than Calif where we are watching them go bankrupt. We know what is coming there.
