Hello, I've recently become interested in learning how to play the tin whistle, and in doing so have started making my own whistles, from PVC, copper pipe, and even tried one in wood. Fishdoc,
I have made several whistles, different components, brass,aluminum,pvc,my favorites are from aluminum tubing...aside from the math to layout the holes in the fingerboard, it "all" lies in the chif and fipple.
I would suggest getting your hands on whistles you like, most are tuneable,thus the fipple will slide off. Blow gently without the body of the whistle attached and listen closely to the whistle sound alone, study the dimensions and angles and try to match the whistle sound as close as possible before applying to the body and fingerboard. The cleaner the whistle sound alone the better it will translate into the notes once the holes are drilled.
Try different approaches to the chiff and fipple, the slightest change can make a huge difference to the character of your whistle. Be patient, if it was easy there would be alot more makers of high quality instruments.

You might check Chiffandfipple.com. It is one of the largest online communities devoted to the Tin Whistle. They have a very active message board and I am sure someone there would be glad and able to help you.
