Just read a surprising study of vote buying from the University of Chicago. The authors came to the conclusion that up front vote buying is cheaper and more honest than "buying votes with campaign promises". The article is here http://www.physorg.com/news130179985.html

That was an interesting article. You are not likely to ever get any thing "promised". If you get $5.00, at least you got something! It is a sad state of affairs but is pretty much true.
